
Senegal Joins EBRD

Senegal has become the 76th shareholder of the European Bank for Reconstruction and Development (EBRD), following the completion of its membership process in July 2025. The move comes after the country submitted its application in October 2023, with approval granted by the EBRD’s Board of Governors in February 2024.
Senegal’s membership follows a broader shift within the EBRD. During its 2023 Annual Meeting shareholders approved an amendment to the Bank’s founding agreement, allowing it to operate in sub-Saharan Africa and Iraq.
The EBRD can now begin the process of assessing Senegal’s request to become a country of operations. Once that designation is granted, Senegal will be eligible to access the Bank’s financial services and policy support. The process mirrors developments in Benin, Ivory Coast and Nigeria, which were recently approved as countries of operation. Kenya and Ghana are also in line for similar status.
The EBRD plans a phased entry into the sub-Saharan region, with investments and activities expected to scale up gradually between 2025 and 2030.
