
Russia Ratifies Pipeline Deal with Republic of Congo

Russian President Vladimir Putin has signed a law ratifying an agreement with the Republic of Congo for the construction of the Pointe-Noire–Loutete–Maloukou–Trechot oil pipeline. The pipeline is expected to be completed in three years and operate for 30 to 40 years.
The agreement outlines cooperation between Russian construction company Zakneftegazstroy-Prometey and the Republic of Congo’s national oil company Société Nationale des Pétroles du Congo, acting as project customer. A joint venture will be established with Russia holding a 90% stake and the Republic of Congo retaining a 10% interest.
The project aims to ensure stable petroleum product supply in the Republic of Congo and surrounding regions, reducing logistics costs and supporting regional energy security. The main pipeline will run between the cities of Pointe-Noire and Brazzaville. A build-own-operate-transfer concession agreement will be signed with the joint venture for a 25-year period, with a guaranteed pumping tariff to ensure optimal return on investment.
The agreement requires the Republic of Congo to provide permits, approvals and preferential tax and customs regimes. Russia is responsible for securing commercial financing, with no federal or local budget expenditure.
