TotalEnergies and its partners in the Mozambique LNG project plan to restart construction on the initiative by mid-2025, according to Patrick Pouyanné, CEO, TotalEnergies.

The financial, security, and human rights concerns surrounding the 12.8 million-ton-per-annum project have been resolved, with Pouyanné confirming that the site is now secure and ready for construction to begin by mid-year.

The $20 billion project, which involves the development of the Golfinho and Atum gas fields and the construction of a two-train liquefaction plant, faced delays due to security challenges in the Cabo Delgado region.

In March 2025, the U.S. Export-Import Bank approved a $5 billion loan to finance U.S. exports for the project. The project is one of the largest private foreign direct investments in Africa.

TotalEnergies holds a 26.5% stake in the project and is working alongside Mitsui, ONGC Videsh and Mozambique’s national oil company ENH.
