
Congo Approves Pointe-Noire–Loutété–Maloukou Pipeline

The National Assembly of the Republic of Congo has approved the construction of the Pointe-Noire–Loutété–Maloukou oil pipeline. The project will be built and operated by a joint venture between Russian company Zakneftegazstroy-Prometey (90%) and state-owned Congo’s Société Nationale des Pétroles du Congo (SNPC) (10%).
The pipeline will connect the coastal city of Pointe-Noire to Maloukou, approximately 40 km northeast of the capital, Brazzaville, passing through Loutété. This route is expected to streamline the transportation of petroleum products from the port to inland regions, thereby reducing reliance on road transport and mitigating associated logistical challenges.
“As part of the construction of this project, a joint commission composed of the SNPC will be established. At the government level, we will ensure that Congolese companies benefit from the opportunities offered by this agreement, particularly in the context of oil subcontracting,” stated Denis Christel Sassou Nguesso, Minister of International Cooperation and Promotion of Public-Private Partnerships of the Republic of Congo.
The joint venture will operate under a build-own-operate-transfer concession agreement for a period of 25 years, after which ownership will transfer to the Congolese government.
